Add note to an application
Adds a note to a single application, written on behalf of an HRIS user. Use it to record context that applies to one job only; for a note that should stay visible across all of a candidate’s applications, use POST /rest/ats/candidates/{candidate_id}/notes.
Token scopes: ats:write, ats.applications.notes:write, worker:write
